I recommend that he should be seconded to the new Department with the title of Assistant Port Engineer, drawing his pensionable salary of £620 to £700 per annum by annual increments of £20, and eventually, rising further to £950 per armum by annual increments of £25, and a non-pensionable allowance of 82,400 per annum, Mr. Nicol joined the Public Works Department in September, 1921, and is not yet on the permanent staff. His work is well reported on by Mr. Duncan, who considers him to be a very capable engineer, although he is still under twenty-six years of age. I recommend that he should be placed on the permanent staft on his present salary of £460 rising to £600 per annum by annual incrementa of £20 and seconded with the title of Second Assistant Port Engineer with a non-pensionable allowance of $1,200 per

annum.
